Jay grew up on Sycamore Street in the Oakdale section of Holyoke. He attended the Holyoke Public Schools, Holyoke Community College and Umass-Amherst.

Jay was elected to the Holyoke City Council in 2011, representing Ward 4. While on City Council, Jay served on the Public Safety and Ordinance subcommittees as well as the joint subcommittee of the City Council and School Committee.

Jay is employed at Viability Inc. on High St in Holyoke as Employment Coordinator, helping adults with Developmental Disabilities find employment.

Jay has coached youth basketball for over a decade at the Holyoke YMCA, winning the league title 3 times as a coach including this past year.

Jay currently lives on Taylor Street in Holyoke with his significant other Sarah St. Germain, their two cats Montgomery and Theodore and their new puppy Maxwell.

Jay is an avid reader of non-fiction, a lifelong Patriots, Red Sox and Celtics fan and enjoys hiking and running on Mt. Tom and Whiting Street Reservoir.
